Policy idea - Reforming the House of Commons

The House of Commons is ripe for reform. MPs feel they cannot influence the system they were elected to. Too many ministers feel unable to make change and have a meaningful say over government policy. There is a great deal of Ministerial churn and instability in policy. Parliament does not represent the balance of political opinion across the UK, whilst a lack of scrutiny and expertise persists in the legislative process. In this document, our lead researcher, James Prentice, outlines how the problems that exist in the primary legislative chamber and discusses how these could be addressed.
